Read it. It says they had trouble reading their Western Blots in 1996 [corrected from "1006", a typo] in vaccinated people.

Here is Yale's Robert Schoen instructing physicians to blow off LYMErix injured persons and not run any tests on them. This is the 1998 Rahn and Evans textbook Lyme disease, ACP Key Diseases Series. This was published even before LYMErix was "approved" by the FDA.

Schoen also demonstrates that he knows that you can't use a strain of Bb with the OspA-B plasmid in it, because it causes blot smudging.

Basically, the whiter you are, the less likely you are to get HIV. This may explain the failure to produce some sort of a vaccine for HIV, and is consistent with Custodial Democracy and the dogma of the American Enterprise Institute, Henry Kissinger, and the NeoCons (the Republican party). Conversely, the whiter you are, the more likely you are to succumb to fungal-type infections, like Borreliosis, tuberculosis, or mycoplasmas.
